Minor A Rules
  1. GAMES:  Games are limited to 6 innings. Time limit of 2 hours and 20 minutes from scheduled start time or 6 innings which ever is first is in place for weekend games.  No new inning shall BEGIN after 2 hours and 10 minutes from scheduled start time on Saturday including the last game.   No new inning shall be started on weeknights after 2 hours and 30 minutes unless 4 innings have not been played, or after 6 innings which ever is first.  The game can be continued ONLY until 4 innings, or 3.5 if home team is in the lead.  Games can end in a tie. League record will be calculated with a ½ game credit for each team.  Games called by the umpire due to time limit (Saturday only); darkness or elements will be a complete game if 4 innings (or 3.5 if home team is ahead).   All INCOMPLETE games will be played the next available day as determined by the President.  The next available day is usually Sunday.  The incomplete game will pick up where it left off.
    2.         Innings 1 – 5 are limited to 5 runs per ½ inning.  Sixth inning is unlimited.  10 run mercy rule shall be in effect after 4 innings (3 ½ if home team is ahead).
    3.            PITCHERS:  Pitching Eligibility will follow Green Book Rules.  One pitch constitutes an inning.  The official scorekeeper is responsible for tracking pitch count. (Foul ball equals a pitch in the pitch count)
    4.         Illegal Pitch:  During the first half of the season, the umpire shall instruct the pitcher on what action was illegal, there will be penalty assessed.  During the second half of the season, an illegal pitch will result in a ball called for the batter, but the runners on base will not advance unless it was ball 4.  There is no Balk.
    5.            PLAYERS: The batter and base runners will wear batting helmets at all times.  If a player voluntary removes his helmet, the player will be called out.  Catcher must wear facemask and throat protector at all times including pitcher and infield warm up. 
    6.            BATTERS: Batter will get 1 warning for throwing bat.  Batter will be called out for throwing bat a second time.  Umpire shall declare ball dead.
    7.         Slash bunting is not allowed.  Ball will be called a strike on first offense.  The Managers of both teams will be warned; a second offense by either team will result in the offending player be called out.
    8.            RUNNERS: Sliding is permitted.  Intentional sliding headfirst will be called out, unless returning to the bag.  Bunting and Stealing are permitted.  Runners may advance at there own risk until umpire calls time or the pitcher is ready to pitch the ball and the catcher is set and ready to receive the ball.
    9.            CATCHERS: Hurry up rule will be in effect.  If the catcher of the next inning is on base with 2 outs, a substitute runner may be used.  Said runner shall be the player who made the second out.  This will allow the catcher to put on all safety equipment prior to end of inning.
    10.            MANAGING:  One Adult coach and one Player Coach will coach the bases.  One coach is required in the dug out at all times.
    11.            Playtime:  The entire lineup will bat in every game.  All Defensive subs must play 6 consecutive defensive outs and must remain in the same position in the batting order.  If a player is recorded in the line up at the start of the game and the player is absent when it is time to bat it shall be recorded as an out each time it is that player’s time to bat. If a child is injured, becomes ill or must leave the game site after the start of the game, the team will skip over him/her when his/her time at bat comes up without penalty.  If the injured, ill or absent player returns he/she is merely inserted into their original spot in the batting order and the game continues.  If a player arrives late to the game the manager will put him at the end of the batting order without penalty, (SEE RULE 4.04).  There must still be enough game time left for the player to play 6 defensive outs and the child will be added to the end of the lineup, (SEE RULE 4.01 (d)).  
    12.       If the player does not play 6 consecutive defensive outs that player must START the next game.  The manager will be warned the first time, suspended the 2nd time and possible removal from managerial duties if a 3rd time occurs as subject to the discretion of the Executive Review Board.
    13.       Make up games will be played due to rainouts only.  The inability to field a team will result in a forfeit by the offending team.  (Exception – prior approval of the Board of Directors one week prior to scheduled game.)  If a team does not have a minimum of 9 players 30 minutes after scheduled start time the umpire by the authority of the Board of Directors shall declare a forfeit.       
    14.            DECORUM:  Swearing, foul language, derogatory or inflammatory statements by Managers, Coaches, players or parents is grounds for immediate ejection and suspension.
    15.       No player can be picked up after May 2nd, 2008. 
    16.       Line-Ups:  The managers for each team shall provide an official line-up card to each other, the Head Umpire and the official scorekeeper.  Once the line-up has been submitted it is considered to be official.    
    17.       TOC’s: TOC teams will be determined by a tournament between all teams within their respective division (National or American).  Teams will play a double elimination tournament.  Regular season rules and all pitching eligibility rules will still apply from end of regular season.   Seeding for the tournament will be based upon the regular season Divisional Records.  Ties will be determined by head to head play.
