Junior Rules
  1. GAMES:  Games are limited to 7 innings. Time limit of 2 hours and 40 minutes from scheduled start time or 7 innings which ever is first is in place for weekend games.  No new inning should BEGIN after 2 hours and 30 minutes on Saturday.  (Including the last game of the day on Saturday.)  Games called by the umpire due to time limit; darkness or elements will be a complete game if 4 innings (or 3.5 if home team is ahead) have been played.  If the game is suspended due to a tie or incomplete game the game will continue on the next available day as determined by the President.  (Sunday will usually be the next available day.  The game will continue where it left off, including pitching.)
  2. Games cannot end in a tie.  See rule 4.11 and 4.12
  3. PITCHING: One pitch constitutes an inning pitched.  Refer to the Tracy Little League pitching regulations for pitch count and days rest regulations per player.  The Official Score Keeper is responsible for tracking pitch count.  (Foul balls equal a pitch in the pitch count.)    Balks are enforced in Juniors.  Pitching eligibility and pitch counts will follow the Green Book for 2008.
  4. Batter & Base runner:  The batter and base runners will wear batting helmets at all times.  If a player voluntary removes his helmet, the player will be called out.  Catcher must wear facemask at all times including pitcher and infield warm up.   All catchers shall wear proper safety equipment, including a cup for male players.
  5. BATTER: Batter will be called out for throwing bat.  Umpire shall declare ball dead.
  6. Sliding and Bunting:  Slash bunting is allowed.  Head first sliding is allowed.  Runners may advance at there own risk until umpire calls time or the pitcher is ready to pitch the ball and the catcher is ready to receive the ball.
  7. Hurry up rule will be in effect.  If the catcher of the next inning is on base with 2 outs, a substitute runner may be used.  Said runner shall be the player who made the second out.  This will allow the catcher to put on all safety equipment prior to end of inning.
  8. MANAGERS:  One Adult coach and one Player will coach the bases.  One coach is required in the dug out at all times
  9. Playtime:  The entire lineup will bat in every game.  All Defensive subs must play 6 consecutive defensive outs and must remain in the same position in the batting order.  Playtime is still in effect for ALL players present at the game for both teams.  If team A has an 11th player show up then both teams will enter another player into the line up into the 11th spot in the batting order.)  If a player is absent when it is his turn to bat he will be removed from the line up.  If the player does arrive at the game, after his spot in the batting order, he will be added to the end of the batting order.  No penalty to player or team if player is a no show.   If a player arrives late to the game the manager will put him at the end of the batting order without penalty.  There must still be enough game left for the player to play 6 consecutive defensive outs.
  10. If the player does not play 6 consecutive defensive outs that player must START the next game and play a combined number of defensive outs.  The manager will be warned the first time, suspended the 2nd time and possible removal from managerial duties if a 3rd time occurs as subject to the discretion of the Executive Review Board.  If a player did not get his defensive outs due to a shortened game, the game will be reviewed by the Exec. Committee to determine if it had been possible for all players to be entered into the game.
  11. Make up games will be played due to rainouts only.   (Exception – prior approval of the Board of Directors one week prior to scheduled game.)  If a team does not have a minimum of 9 players 30 minutes after scheduled start time the umpire by the authority of the Board of Directors shall suspend game. 
  12. DECORUM:  Swearing, foul language, derogatory or inflammatory statements by Managers, Coaches, players or parents is grounds for immediate ejection and suspension.
  13. TOC’s: TOC teams will be determined by a tournament between all teams within their respective division (National or American).  Teams will play a double elimination tournament.  Regular season rules and all pitching eligibility rules will still apply from end of regular season.   Seeding for the tournament will be based upon the regular season Divisional Records.  Ties will be determined by head to head play.
  14. No player can be picked up after 5/2 per draft procedures.
